Thirukkural is broadly classified under three heads - the first is devoted to the well-being of an individual, and the second to the well-being of the community, and the third to the enjoyment of the bliss of private life.

The second division, devoted to the well-being of the community, talks elaborately about its governance. It talks about the needs and the desirable attributes of the different personnel contributing to the governance of the community.
