உலகில் நாற்பதுக்கும் மேற்பட்ட நாடுகளில் பரவி வாழும் தமிழர்கள் தங்களுடைய மரபுகளையும், விழுமியங்களையும், பண்பாட்டையும் பாதுகாக்க வேண்டும். இத்தேவையை நிறைவேற்ற அவர்கள் தங்கள் மொழி, கலை, இலக்கியம் இவற்றோடு நீங்காத தொடர்புடன் வாழ வேண்டும். உலகு தழுவி வாழும் தமிழ் மக்களின் பண்பாட்டுத் தேவைகளை மனத்திற்கொண்டு தமிழக முதல்வர் அவர்கள் 1999இல் நடைபெற்ற தமிழ் இணைய மாநாட்டின் நிறைவு விழாவில், தமிழ் இணையப் பல்கலைக்கழகம் (த.இ.ப.) ஒன்று அமைக்கப்படும் என அறிவித்தார். அதை நிறைவேற்றும் வகையில் இத்தமிழ் இணையப் பல்கலைக்கழகம் உருவாக்கப்பட்டிருக்கிறது. த.இ.ப.ஆட்சிக்குழு ஒன்றால் வழி நடத்தப்பட்டு, ஒரு முழுநேர இயக்குநர் பொறுப்பில் செயற்பட்டு வருகின்றது. இது தற்போது தமிழ் இணையக் கல்விக்கழகம் என்று பெயர் மாற்றம் செய்யப்பட்டுள்ளது.

The Tamils living in different parts of the world, in order to preserve their cultural identity and observe their traditions and values, need to maintain familiarity with Tamil and be knowledgeable about their heritage. Recognising this fact and for meeting the felt and emerging needs of the Tamil Communities and others interested in Tamil studies, the Chief Minister of the Government of Tamil Nadu, announced at an International Seminar and Conference on Information Technology in February 1999 that a Tamil Virtual University (TVU) would be setup. This University has been established in pursuance of that announcement. The functions of TVU are guided by a Board of Directors and is administered by a full time Director. Now, its name has been changed as Tamil Virtual Academy. (Organisational structure)
